Stupid questions concerning Spanish subtitles

1.  I don't have cable TV

2.  My TV is old school (only has cable-ready hookup)

Question:

Do I need to buy another TV that will allow me to display Spanish subtitles for regular network programs?

Is that done thru Closed Captioning only, or is there something else?

What is "SAP" and how does it work?  Do I need cable for that?

I was active in consumer electronics prior to discovering latin hotties so I am a little rusty as its been a few years since I sold TV's. SAP stands for second audio program which should be self-explanatory. Not having cable might be an issue - go to Best Buy or Circuit City and talk to someone without pimples.
